Delegate Rudolph Chosen as Maryland's 2005 Outstanding Rural Legislator
Award presented at the 8th Annual Maryland Rural Summit


Delegate David Rudolph (D-Cecil County) was recently honored as Maryland's "Outstanding Rural Legislator" for 2005 by the Rural Maryland Council. Delegate David Rudolph, is a senior member of the House Health and Government Operations Committee and chairs its Pharmaceuticals Subcommittee.

The Outstanding Rural Legislator Award was presented at the Maryland Rural Summit in recognition of Delegate Rudolph's ongoing leadership and support of issues facing rural Marylanders.

According to the Rural Maryland Council, "The Outstanding Rural Legislator Award recognizes outstanding leadership in promoting legislation that benefits rural communities. Delegate Rudolph consistently demonstrates an understanding of and commitment to address Maryland's rural needs."

The Council further stated, "In addition to playing a vital role in pushing for Maryland Agricultural and Resource Based Industry Development Corporation (MARBIDCO) funding during the 2005 Session, Delegate Rudolph championed rural prescription drug access. Delegate Rudolph and his committee led the debate in the House of Delegates, and ultimately House Bills 1143 and 1287 were signed into law. The new Maryland Prescription Drug Program is designed to achieve significant savings on the cost of prescription drugs for state employees and retirees. Delegate Rudolph was also recognized for his leadership on two other bills. (1) House Bill 1143 redefines eligibility for the Maryland Pharmacy Discount Program whereby low income Marylanders not covered by Medicare and lacking prescription drug coverage will receive assistance covering their medicine costs; and (2) House Bill 324 creates the new Senior Prescription Drug Assistance Program to help cover a portion of the cost of Medicare Part D or Medicare Advantage premiums and deductibles."

Delegate Rudolph, in response to the award stated, "I am honored to have been selected as The Outstanding Rural Legislator for 2005 by the Rural Maryland Council. I believe it is imperative that Maryland's rural areas work together to solve the problems facing our rural communities, including Cecil County, and have made that a priority in my efforts in Annapolis."

"It is a pleasure to work with the Rural Maryland Council on efforts to improve the quality of life of rural Marylanders as well as to enhance Maryland agriculture. Those efforts will continue during the 2006 legislative session that convenes in January."

The Maryland Rural Achievement Awards are sponsored by the Rural Maryland Council, the Maryland Rural Health Association, the Department of Health and Mental Hygiene Office of Primary Care and Rural Health, and the Rural Regional Development Councils.
